Hart (D-Mich) watches closely as the Michigan State University Spartan Bell Ringers perform in the rotunda of the U.S. Senate Office Building. The Bell Ringers are conducted by Dr. Wendell Westcott. The MSU musicians took time out Friday to serenade Senators and their staffs while in Washington to attend a national conference of bell ringers."
