Description: Ralph Turner (fourth from right) attending the Vietnamese Bureau of Investigation officers' graduation ceremony. From 1959 to 1961, Turner participated in Michigan State University’s Vietnam Project, which was created by the Michigan State University Vietnam Advisory Group to assist South Vietnam in building and improving its bureaucratic structure. Turner specifically acted as the chief advisor for the Police and Security Services of South Vietnam.
